He was born in 1941 in Yozgat Çandır. He graduated from Ankara Atatürk High School and A.İ.T.İ.A (Department of Journalism). He started to work in Ankara Office of Revenue in 1959 and after working as a various civil services. He was appointed as Deputy Director of Ankara Yeğenbey and Ulus Tax Office in 1971, Director of Tax Office of Konya in 1974 and Treasurer of Rize in 1977.
Sırasıyla Rize, Nevşehir, Zonguldak, Denizli, Çorum, Erzurum ve Sivas illerinde Defterdar olarak görev yapmış ve görevleri sırasında pek çok ilde çeşitli kamu kurum ve kuruluşlarının yönetim kurulu üyeliklerinde bulunmuştur.
After his retirement he published a book titled "Explanation - Reasoned Public Financial Management and Control Law" Later on, the same team published the book ”Tender Law With Questions and Answers" He has published many articles on financial topics.
He is married and has two children and a grandchild.
